Since I don't have a copy of the Ky law books lying around gathering dust...
The stewards don't seem to have a higher authority than themselves in the state of Kentucky. If this collection of rhetoric doesn't get laughed out of court I will be quite amused anyway. How long would it take the Ky state representatives and state Senate to designate a higher authority... and agree on it...
The Wests would be long past their life's span by the time that happened, just by my observations of similar lawmaking bodies in the number of states I have lived in. Dad was USAF. I've been around a few. Most state houses take 3 years to decide where a port a John would be placed if a men's room needed repair.
