While Midnight Bisou had a terrific season, she only ran in restricted races. Not trying to knock her, but she hardly had a Horse of the Year campaign. The change is less significant than it might appear, and mostly cuts the winner's share ( roughly ) in half from last year. Runner up spots are even less significantly lowered.
